ADMISSIONS POLICY
It is the policy of the Nick Harris Detective Academy, to admit any person who has the ability to benefit from our program. Private Investigation is primarily a "hands-on" trade and although the necessity to read, write or understand English is highly recommended, the school will not deny admission solely based upon an applicant's inability to read, write or speak English. All factors are considered to determine if an applicant has the ability to benefit from our program. The school will consider foreign students for admission, but provides no visa services to such students. Placement services may limit to such students due to Federal and States laws.

Admitting procedures require the student to attend at least one class at no cost and pass our entrance examination or an ATB approved test to show an ability to benefit or provide documentation of G.E.D or high school diploma.

The Private Investigator program is designed to prepare the student to obtain an entry-level position. Foreign students and students intending to obtain license from another state, country or province need to consider any legal impediments that may be applicable to them. The school gives out no legal advice, and makes no representations regarding a students legal ability to work in a given locale after graduation. Even though there are many jobs that do not require a private investigators license some states have requirements that this program does not fulfill. It is suggested that if a potential student has questions in this regard that s/he consult with an attorney, school official or other representative.

APPROVAL DISCLOSURE STATEMENT
The Nick Harris Detective Academy was granted institutional approval from the California Department of Consumer Affairs Council for Private Postsecondary and Vocational Education pursuant to California Education Code Section 94311. The Council's approval means that the institution and its operation comply with the standards established under the law for occupational instruction by private post-secondary educational institutions. Institutional approval must be re-approved, as required, and is subject to discontinuation. Approved are the courses of:

Master Investigations - 370 class/lab hours
Advanced Investigation - 177 class/lab hours

Instruction is in residence. California statute requires that a student, who successfully completes a course of study will be awarded an appropriate diploma or certificate verifying that fact. Nick Harris Detective Academy awards a diploma upon the successful completion of the training and payment made in full.

Prospective enrollees are encouraged to visit the physical facilities of the school and to discuss personal, educational, and occupation plans with school personnel prior to enrolling or signing an enrollment agreement.

This school currently has available sponsored programs, government or otherwise, to provide grants or to pay for portions of tuition and fees. Periodically we do offer a scholarship program.

HISTORY OF THE INSTITUTION
Nick Harris Detective started its first class in 1907. The academy has been in continuous operation since that time and is considered the oldest private investigation in the United States. Nick Harris Detective Academy has had as its goal to train entry level investigators in the highest standards of the industry. Craftsmanship, ethics and professionalism along with a clear understanding of the job's responsibilities are the techniques taught by the administration and faculty. Our founder, who felt that a school was needed that would teach investigations along as a primary course, fulfilled his dream when the doors opened in 1907. As of year, 2001, the school ownership is being transferred to Friedman College after the death of its previous Director and Master Investigator Milo Speriglio. Friedman College d.b.a. Nick Harris Detective Academy wishes to continue the fine education that has been a tradition over the many years of operation of Nick Harris, Milo Speriglio and the family of employees over the years. By visiting the Academy you can see the rich history of the institution via the many accommodations and memorabilia from Local, State and Federal agencies including a letter from President George Bush.


PHILOSOPHY AND OBJECTIVES
The Nick Harris Detective Academy is dedicated to quality job preparation delivered in a context of practical and pragmatic training gained by years of on-the-job experience of the course developers. Nick Harris Detective Academy objectives are:

LOCATION AND PHYSICAL FACILITIES
Nick Harris Detective Academy is housed in a 2400 square foot building in an industrial complex at 14721 Oxnard Street in the area known as Van Nuys, California. The facility is divided into two areas of operation. The west half of the building is used by Nick Harris Detective Academy and the east half, approximately 1200 square feet, is the classroom area for the California Institute of Locksmithing. There is limited free parking in the parking lot, on the east side and front of the facility, and unlimited free parking on streets surrounding the facility. Students who do not follow school rules and regulations regarding on-site parking will be put on probation, and if the disobedience continues, will be dismissed.

Friedman College supports accessibility for the handicap and recently was inspected by the Department of Rehabilitation regarding such accessibility and passed the inspection. HEALTH AND SAFETY CONSIDERATIONS
It is the policy of Nick Harris Detective Academy to maintain a safe environment for its students and staff members, and as such has annual fire and safety inspections. Exit signs are posted prominently, and a first-aid kit is located in the classroom in a conspicuous place. Should greater medical attention be required, the Van Nuys area hospital's emergency rooms are within quick reach of either one of the institutions' vehicles or by ambulance. The schools maintains and annual inspection of the facility by the Fire Inspector of the Los Angeles City Fire Department.






AFFIRMATIVE ACTION POLICY
California Institute of Locksmithing does not discriminate in employment or access of services to anyone on the basis of race, color, creed, religious or ethical beliefs, national origin, sex, age, handicap or medical condition. All applicants are interviewed and evaluated on the basis of their ability to be trained in the field of investigations.


CREDIT /CLOCK HOURS
Nick Harris Detective Academy uses grades, clock hours of attendance, and course work completed to measure academic progress for the Private Investigation program. A clock hour is a period of sixty (60) minutes with a minimum of fifty (50) minutes of instruction.


PROGRAM OBJECTIVE
The 370 class hour (10 weeks, 9:30 a.m. - 4:30 p.m., Monday - Friday) course is designed to prepare the graduate in the field of investigation. Investigations are employed by hotels, law firms, bail bond agencies, major companies, collection agencies, collection agencies and private investigation firms, just to name a few.

 History and laws of investigations (14 hrs) - Reviews the history of the state and federal laws pertaining to the industry.
 Surveillance report writing (21 hrs) - How to correctly construct a report detailing in the proper format for the court and the client requesting the surveillance.
 Statements and interview (21 hrs) - Techniques for the questioning of witnesses.
 Surveillance Techniques (14 hrs) - Review of the many way to follow and watch an individual with out being suspicious or getting caught.
 Photograph/video (7 hrs) - Various techniques of seripticious photo/video documentation.
 Computer Investigation (14 hrs) - Using the computer to investigate and gather information. No previous computer experience is required.
 Document Research (40 hrs) - Where to access public records that can assist in an investigation.
 Insurance Fraud (14 hrs) - Techniques used by criminals and investigators in the insurance industry.
 Locate/Skip-tracing (7 hrs) - Finding people that are criminals, heirs, lost relatives and witnesses.
 Background Investigations (7 hrs) - Finding out about certain individuals, and companies, history including but not limited to previous addresses, relatives, employment, criminal history, judgments, etc.
 Process Serving (7 hrs) - Proper techniques, rules and licensing for serving court documents.
 Court System (14 hrs) - How the court system works, rules and procedures.
 Bail System and Recovery (14 hrs) - Learn how the bail bond industry works within the court system and the laws and techniques regarding the recovery of fugitives.
 Loss Prevention (7 hrs) - Rule and laws for commercial theft prevention.
 Undercover (14 hrs) - Techniques for disguise and working within an element without be noticed.
 Crime Scene Investigation (21 hrs) - Techniques of investigation for the crime scene including fingerprints, protection of the crime scene, chemical testing, etc.
 Courtroom Evidence (14 hrs) - Understanding change of evidence and what is admissible for the court.
 Arson (7 hours) - Learn the techniques for investigation of arson.
 Finger Printing (7 hrs) - Understand the various ways to compare and retrieve prints from the crime scene and evidence.
 Telephone Fraud (3 hrs) - Various way that the telephone company is manipulated in fraud cases.
 High-tech Surveillance Equipment (14 hrs) - This portion includes hand-on experience with de-bugging equipment, hidden video cameras, radios, concealed audio microphones, scanners, GPS tracking units and more.
 Workers Comp Investigations (7 hrs) - Learn the techniques and laws regarding the documenting of fraud of work related injuries.
 Auto Theft (5 hrs) - Learn the methods and prevention for the theft of autos.
 Unclaimed Property (7 hrs) - Learn about the billions of dollars in unclaimed property held by the government and how to match it with the owners.
* This is a basic overview. The actual class may contain additional subjects. Final Project is 70 lab hours.

HOUSING
Nick Harris Detective Academy does not maintain dormitory facilities. However, assistance in locating housing is available. We periodically have available discounted prices with local apartment, hotel and motel owners, and a list of current housing availability is furnished upon request for register students. It is strongly recommended that at least 30-days notice is given for housing.


CONDUCT POLICY
Students are expected to conduct themselves in a professional manner, with consideration and respect, as in any business situation. Students are to keep the facilities neat and clean and obey all school rules and regulations, including but not limited to parking rules on and off the facility.

At the discretion of the Administration, a student may be dismissed from school for being in an intoxicated or drugged state, possession of drugs or alcohol upon school premises, possession of weapons on school premises, behavior creating a safety hazard to the persons at school, disobedient or disrespectful behavior to another student, an administrator, or faculty member.

Any student who harms, or threatens to harm another student, faculty, or any other person(s) within the facility may be immediately dismissed from school.

Observance of the rules and regulations and maintenance of a professional manner are required at all times. Unruly conduct or any conduct that interferes with the progress of other students and the operation of the school is cause for dismissal.


ATTENDANCE POLICY
Students are expected to attend all regularly scheduled classes. Students must be present and on time for all class sessions. All absences and late arrivals are recorded and are available to prospective employers. Students who are absent or tardy must make up the course work under the supervision of the instructor before or after regularly scheduled class time. Failure to make up the course work due to tardiness will result in the student receiving a reduced grade for the lesson by one letter grade. A student must complete his or her program of study within a maximum time frame of one and one-half times the length of the program as defined in the enrollment agreement.

It is the responsibility of the student to telephone in advance to inform the school when they will be absent or late, just as it would be necessary to inform an employer. A student will be terminated for 10 days of absents without a leave of absence. Full time status is defined as the enrollment of at least 21 clock hours per week for the day class and an average of 5-clock hours/week for the evening class.


TARDY POLICY
Students are expected to attend all regularly scheduled classes. Students must be present and on time for all class sessions. Students who are not present and on time will be marked as TARDY. All tardiness will be calculated by minutes of class time lost and course work must be made up under the supervision of the instructor before or after regularly scheduled class time. It is the responsibility of the student to arrange make-up for any lost time.


HOLIDAYS
In accordance with Federal rules and regulations, the school will be closed on all Federal holidays. If any Federal holiday lands on a Thursday, then the following Friday may also be closed. The following are some, but not necessarily all, observed Federal Holidays:

LEAVES OF ABSENCE
The institution may grant no more than a single leave of absence to a student in any twelve-month period. A student must make a written request to be granted a remedial course work. A Student my repeat a module only once, with the higher grade earned being the grade of record.

Student who fail to maintain satisfactory academic progress during an evaluation period will be place on probation for one month, if the student does not meet the satisfactory progress standards. (a GPA of 2.0 or lower for 3 consecutive weeks) by the end of this period, they will be given a second notice of probation for an additional two weeks period. The student will remain eligible to receive student aid (if applicable) during these probationary periods.

Probationary students who fail to meet the satisfactory academic progress standards by the conclusion of the second probationary period, will be deemed to be not making satisfactory progress and will lose any remaining eligibility for student financial aid and or scholarships and may be terminated at the discretion of the institution in the event students are allowed to continue instruction, aid eligibility will be reinstated only after the student has re-established satisfactory academic progress in accordance with the standards stated above. Probationary students who meet the satisfactory academic progress standard by the end of the probationary period, will be removed from probation.

Students who wish to appeal a determination that they are not making satisfactory academic progress must submit a written appeal to the Student Advisory committee. The Committee consists of the school director, an instructor and up to 3 other board members. The letter should describe any circumstances that the student believes deserve special consideration. The committee will evaluate the appeal and inform the student of their decision in writing. Students may re establish their eligibility for scholarship/aid payments by correcting any deficiencies to the acceptable minimum levels of these standards.


STUDENT GRIEVANCE PROCEDURE
A copy of the Commission's Complaint Form is available at the school and may be obtained by contacting J. Corey Friedman, or Sandra Bojorquez Administration Manger. Persons seeking to resolve problems or complaints should first contact the instructor of their class. Requests for further action may be made to the Director or President of the school. Unresolved complaints may be directed to the Council for Private Postsecondary and Vocational Education, P.O Box 980818 West Sacramento, CA 95798-0818, telephone (916) 445-3427.


GRADUATION REQUIREMENTS
To qualify for graduation and to be conferred a diploma, a student must successfully meet the skill requirements for the program and complete the leave absence. The leave absence will involve no additional charges by the school to the student. A leave of absence may not exceed sixty days.


GRADING SYSTEM
The institute utilizes the following grading system:
90% - 100% = A = 4.0 -Excellent
80% - 89% = B = 3.0 - Good
70% - 79% = C = 2.0 - Average
60% - 69% = D = 1.0 - Below Average
0% - 59% = F = 0.0 - Failing
Students may request that the class be taken on a pass/fail basis. Students are graded on objective tests based on class lectures and reading assignments and on the acquisition of practical demonstrable skills. Any assignment not submitted as due or any test missed and not made up will be graded a zero or fail.


SATISFACTORY ACADEMIC PROGRESS
These standards of satisfactory academic progress have bee established following guidelines adopted by the U.S. Department of Education. This institution expects its students to maintain satisfactory academic progress as established by this institution, a student must:

1. Maintain a cumulative academic grade point average of 2.00 on a 4.00 scale;
2. Complete his or her program of study within a maximum time frame of on and on half times the length of the program as defined in the enrollment agreement;
3. Successfully complete at least 67% of the attempted hours at the end of each month in order to complete the educational objective with the maximum time frame;
4. Comply with satisfactory academic progress which is divided into evaluation periods and is assessed at the end of month training
5. Show satisfactory academic progress standards that are consistently applied to all students within categories of students, e.g., full-time, part-time, and varying programs established by the institution.

Students who withdraw from school will be evaluated on course work completed at the time of withdrawal. Students with incomplete course work will be issued an incomplete grade for the course work and will be deemed not making satisfactory progress. A grade of incomplete will revert to a failure if not complete/corrected within 135 days from the start date . the institution does not offer non credit described course of study with a minimum grade point average of 2.0 on a 4.0 scale; pass the final examination/project with a 2.0 or better grade; and discharge all financial obligations to the institute.


DISCLOSURE OF EDUCATIONAL RECORDS
All students have the right to inspect, review and/or challenge information in their educational records. These educational records are maintained by the Director an are placed in a locked fireproof file cabinet. No person, or persons, other than the student's instructor, other authorized staff members or counselors of Nick Harris Detective Academy shall be allowed to view a student's records without the expressed written permission of the student. Nick Harris Detective Academy shall maintain student records for a period no less than required by current law. Accrediting and governmental agencies, so empowered by federal law, may review student records periodically with their routine inspections of the Nick Harris Detective Academy adheres to the Buckley Amendment. A transcript will be issued upon request.


PLACEMENT ASSISTANCE
The institute maintains a policy of placement assistance to all our graduates. Although the school cannot make job promises or guarantees, we attempt to place every graduate. We offer assistance with resume writing, interviewing techniques, job search techniques, arranges interviews, and refresher classes. The school also maintains a library for current students as well as former students.


CANCELLATION POLICY - (WITHIN FIRST FIVE DAYS)
Students may cancel their enrollment agreement contract with school without any penalty or obligation by midnight of the date that is the first business day following the day of the first class. To cancel the contract for school, mail or deliver a signed and dated copy of the Cancellation Notice, or any other written notice, or send a telegram to: Nick Harris Detective Academy, 14721 Oxnard Street, Van Nuys, CA 91411, attention Corey Friedman.

If the student cancels, any payment the student has made and any negotiable instrument signed by the student shall be returned to the student within 10 days following the school's receipt of the student's Cancellation Notice.

If the school issued any equipment to the student, the student must return the equipment within 10 days of the date the student signed a Cancellation Notice in it’s original condition. If the student does not return the equipment within this 10-day period, the school may keep an account out of what the student paid that equals the cost of equipment.


CANCELLATION POLICY - (AFTER FIRST FIVE DAYS)
Each student has the right to withdraw from a course of instruction at any time. Students who withdraw after the end of the cancellation period, have the right to receive a refund for the part of the course not taken, less the cost of unreturned equipment in it’s original issued condition and less a registration fee not exceeding seventy-five dollars. The student shall have their refund calculated on a "pro-rata" basis depending on how many scheduled hours remain in the course at the time of the withdrawal.


REFUND POLICY
Refunds are calculated as follows: The refund shall be the amount the student paid for instruction multiplied by a fraction, the numerator of which is the number of hours of instruction that the student has not yet received but for which the student has paid, and the denominator of which is the total number of hours of instruction for which the student has paid. Student who have not visited the school prior to starting class or have been rejected will receive a full refund without any deductions.

Example:: A student is enrolled in a course that is 360 clock hours long and withdraws from class after fifteen days of instruction, which is scheduled to six hours per day. Therefore, 90 hours of the student's course have elapsed and 270hours remain. If the total price is .00, and the student has paid all fees, the refund would be calculated as follows:

The school will refund any money due within 10 business days after receiving a notice of cancellation.


A student who wishes to cancel or voluntarily terminate after starting training may submit a written notice to the School Director. In any event, the termination date for refund computation purposes is the last date of actual attendance by the student. In the case of prolonged illness or accident, death in the family, or other circumstances that make it impractical to complete the program, the school shall make a settlement that is reasonable and fair to both penalties.

If any portion of the tuition was paid from the proceeds of a loan, the refund shall be sent to the lender or, if appropriate, to the state or federal agency that guaranteed or reinsured the loan. Any amount of refund in excess of the unpaid balance of the loan shall first be used to repay any student financial aid programs from which the student received benefits, in proportion to the amount of the benefits received, and any remaining amount shall be paid to the student.


STATE OF CALIFORNIA -- STUDENT TUITION RECOVERY FUND
The Student Tuition Recovery Fund (STRF) was established by the Legislature to protect any California resident who attends a private post-secondary institution from losing money if the student prepaid tuition and suffered a financial loss as a result of the school closing, failing to live up to its enrollment agreement, or refusing to pay a court judgment. To be eligible for STRF, you must be a "California resident" and reside in California at the time the enrollment agreement is signed or when you receive lessons at a California mailing address from an approved institution offering correspondence instruction. Students who are temporarily residing in California for the sole purpose of pursuing an education, specifically those who hold visas, are not considered a "California resident".

To qualify for STRF reimbursement, the student must file a STRF application within one year of receiving notice from the Council that the school is closed. If the student does not receive notice from the Council, they have four years from the date of closure to file a STRF application. If a judgment is obtained, the student must file a STRF application within two years of the final judgement. It is important that the student keep copies of the enrollment agreement, financial aid papers, receipts or any other information that documents the monies paid to the school. FINANCIAL AID
Nick Harris Detective Academy offers in-house short-term financial aid & student loans through an outside company. Contact the manager of admissions for additional details.

Nick Harris Detective Academy is not an eligible institution to participate in the U.S. Department of Education's Title TV programs, and the Federal Pell Grant and the Federal Family Educational Loan programs at this time. If the institution should become eligible for the financial aid, a student must:
ï‚· be admitted as a regular student;
ï‚· be enrolled or accepted for enrollment in an eligible program on at least a half- time basis;
ï‚· be a citizen or an eligible non-citizen;
ï‚· not owe a refund on a Federal Pell Grant or Federal SEOG at any school;
ï‚· not be in default on a Federal Perkins Loan or Federal Stafford Loan/PLUS at any school;
ï‚· have financial need;
ï‚· be making satisfactory progress (as defined by the school's policy) in the course of study;
ï‚· be registered for selective service (if a male born on or after January 1, 1960);

ï‚· have a High School diploma, a GED, or have demonstrated the ability to benefit.

It is important to note that the basic Private Investigator course is 370 clock hours, and as such, may not qualify for some or all of the financial aid(s) set forth above.

To apply for aid at the Nick Harris Detective Academy, an applicant must complete a free Application for Federal Student Aid. You must follow the directions. After you complete the application form, make an appointment to see a financial aid representative to have your information analyzed and eligibility determined. You must supply signed copies of your tax returns, and depending on your age, signed copies of your parents' returns as well, and other documentation upon the request of the financial aid counselor. After Nick Harris Detective Academy accepts a completed application, your information is sent to our processor for analysis. A determination of eligibility will take approximately one week.


CLASS START DATES
Day Classes are held Monday through Friday from 9:30 a.m. to 4:30 p.m. with a lunch break at 12:00 a.m. and ending 11:45 p.m. The P.I. course is 10 weeks in length for a total of 370 clock hours. A student may start class within 30 days after any start date, but the course may be lengthened to 10 weeks. Contact the school for start dates. No class is held the last two weeks of December, which may prolong the 10 weeks depending on your start date.

Morning Classes: From 9:30 a.m. 4:30 p.m.
Classes are open enrollment. This means that students can start just about any Monday. Call for details. Formal class start dates are:

Evening classes: 7:00 p.m. to 10:00 p.m. 2 days a week (21 weeks)
